A regression guard for RTTy 524, on branch grok/524-features-md (4 commits, not merged). Every user-visible feature now has a FEATURES.md row that cites the XCTest methods proving it. The release gate fails if a cited test goes missing, or if it does not pass in both the native and Intel runs.

Verification (counts)

Native swift test --disable-swift-testing: RTTyTests 1291 executed (1283 passed, 8 skipped, 0 failed) = main 1279 + 12 new; LatencyCore 359; PrivilegedCapture 71.
Checker on the real native log: 152/152 cited tests passed.
Mutations M1–M7 each failed as intended, and each was reverted.
Compose of all five pending branches, as dangling commits: 0 conflicts. --promote moved 50 of 50 refs. The full suite ran 1327/426/71 with 0 failures, and the checker passed 202/202 once the one-line golden change was applied (post-merge-promotion.patch).

Not done / owner actions

The lead merges under the 522 freeze rules. Nothing was tagged, bumped, gated or shipped, and App Store Connect was not touched.
Pre-existing: gate stage 4's swift_testing_runner_policy_test.sh fails on main (two swift-testing suites). release/0.3.848-build523 24a4ce8 fixes this.

Delete the branch grok/524-features-md (local and backup). Nothing on main changed.
